Out of everyone in Vatheon, Walter probably dislikes Chibi the least. A good part of it comes from the fact that Chibi is not human, but a wolf pup; a creature of nature -- of land, which he's not too fond of next to the water, yet nature nonetheless. Based on this generalization, he doesn't look at personality too much, because from that alone one might deduce that Chibi isn't the type to discriminate, except Walter arrived to a similar conclusion based on what he is.

So far, he's given Chibi a lot of "freedom." Let him into the apartment, tolerated him on the network (for the most part) -- there's no reason for Walter to be especially hostile. It doesn't mean he likes Chibi, since the only thing he's really learned and lived to love is the Ferines. Nothing and nobody else compares. That said, he's not about to be gentle with the pup for any reason, though he'll probably begin to be less apprehensive about having Chibi around with time. Like a pet.

And fine, a creature of the land can't be expected to swim like, say, a fish. But Chibi is really awful, and it makes him spam ellipses in his mind.

That doesn't mean he wants to teach him. Nope.
