Basically, Denzel is a mad scientist and elementary school teacher, who's dedicated his life in proving magic and fairies are real in his world. Which they but the few besides him that know deny that fact and wants to rule his world with magic. Which he has a few times just doesn't remember. Unlike most cartoon mad scientists, not only do his technology he makes does harness magic but also isn't destoryed or disappears after an episode. He's very determinded and magic hungry and he's forsakenly out of his blasted mind since he can tell you the reason for example why something is floating, the magic aspect of it and the science aspect, as he has lenses for both.

You answer your own question with what might draw him to her. He's a mechanic and magic researcher as well :D

His specially is combining magic with techology in the show.

... Man I don't know how Rita would react to him. She's become disturbingly used to the weird over the course of her canon - to the point where she establishes the new weird near the end of things in Mana research. But she also isn't so much stereotype mad scientist so much as just plain antisocial. (There is Witcher, another genius in her canon who is displayed showing more archetypical mad-science proclivities... And is studying, apparently, electricity-based techniques.)
